Toby, KL0SS, received the 2023 KB4ZIN award.

Toby Papas, Lieutenant Colonel U.S. Army, Retired, with FCC issued amateur radio call sign KL0SS, was recognized recently by the Williamsburg Area Amateur Radio Club with the club’s premiere Jim Bailey KB4ZIN award for excellence. The award is presented annually to a ham radio operator who has shown extraordinary support to the club, its members, the community and the ham radio service in general. Toby served most recently as club president during the onset of the COVID pandemic and provided leadership that both kept the club together and increasing its membership.
